Lt. Steve Owens and Lt. Zach Allen recently graduated from the University of Tennessee’s Law Enforcement Innovation Center (LEIC) with the coveted Certificate of Law Enforcement Organizational Leadership. The LEIC certificate is a three tiered program aimed to equip law enforcement leaders with tools to enhance the work environment in which they lead and to increase their overall impact in the community they serve.
