Campbell County Sheriff's Office and CSX Investigators Partner to Arrest Railroad Theft Suspect

Deputy Raymond Surber and agents with CSX Railroad Police Department partnered in a joint investigation in the Duff community that resulted in the successful recovery of items stolen from a CSX railroad location. CSX employees had reported on an earlier date that several items including: 2 railroad switch locks, railroad issued work gloves, and zero gravity chairs had been stolen from the pusher station located on Saw Mill Lane in Duff. Railroad service was disrupted along Jellico mountain from Corbin, KY through Knoxville, TN until CSX employees were able to to locate additional switch and locomotive keys.

During the course of the investigation, Deputy Surber, along with special agents from CSX, located William Franklin Cox at a home on North Highway 25W in Duff. Mr. Cox consented to the search of his residence and signed a search consent form. During the search of the residence, investigators located the missing items from the pusher station and additional railroad equipment, including a railroad bolster pin and track bolt.

Mr. Cox was placed under arrest for two counts of theft under $999.99, critical infrastructure vandalism, and tampering with evidence. Mr. Cox was due in court on July 07, 2022 and is due in court again on August 16, 2022.
